Arch will not add pygtk as a runtime depends because deluge can be run
without its gtk-interface.
Also optdepends description already lists it, specifying:
* pygtk <https://www.archlinux.org/packages/extra/x86_64/pygtk/>
(optional) - needed for gtk ui
So I guess there's no point in keepin our overlay because we'd have to
maintain it permanently just for that.
Most people using gtk environments will likely have pygtk installed
anyway as a depends of other applications.
