It's not a development release, it's stable release 47.

That's why I said "currently". The fact there's a reference to a
security notice which isn't yet accessible means they don't want to
publicise the vulnerabilities that the release fixes until the packages
are built and available for installation.

I don't think they will. Firefox 47 is coming as an Ubuntu security update:
