[manjaro-packages] youtube-dl package

Hi.

The youtube-dl package is often outdated, and it don't work if it is outdated. It shouldn't be tested a lot (or should skip the testing process). Skipping the testing process would cause less problem than testing it to point out bugs. I hadn't got any problems with its git version on my Arch Linux, but it often doesn't work on my Manjaro stable installation.
