[manjaro-mirrors] New mirror

Hello

I have created a new repository couple of months ago which I want to share. 
It is hosted at UMCS, Lublin, Poland.
Repository is synced every 3 hours from rsync://ftp.halifax.rwth-aachen.de
Link is 100 Mbps, but we are planning upgrade to 1 Gbps in nearest
future.
We are providing http, https and rsync. If you want anything else, just
let me know :)
