[manjaro-mirrors] New Mirror

Hello there,

I'm planing to provide a new mirror for Manjaro, located in France
(hosted at OVH/kimsufi) since I started using Manjaro at work and want
to support your distro.

I just started rsyncing from
`rsync://ftp.halifax.rwth-aachen.de/manjaro/` since
`rsync://fr.mirror.babylon.network/manjaro` refused my connections.

I'm already serving mirrors for Arch Linux[0], the Tor Project and Tails
from this server: https://mirror.oldsql.cc

What is the process to get my server accepted in the official mirror
list, after I finished syncing everything?
