[manjaro-mirrors] New USA Mirror

Hello,

I'm operating a mirror in San Francisco with a CDN to deliver the files. As a result, the bandwidth is very good but I can not provide rsync access.

https://manjaro.tbevan.us

If anyone has guidance on how to get whitelisted for the main rsync server, I would be grateful.
