[manjaro-mirrors] New mirror for Chile

Hello everyone!

I'm Jonathan, and I've setup a mirror in Chile, more specifically on the 
University of La Frontera. I've run it for some time already, but just 
now I decided to submit it here, so you can include it on mirrors list.

The mirror is available via HTTP and HTTPS. It has about 500M bandwidth 
available, and probably more in a not-so-distant future. It's currently 
syncing from the manjaro.c3sl.ufpr.br mirror.
