[manjaro-general] Manjaro Budgie 17.0.1 released

Today Stefano released another updated community edition: **Manjaro-Budgie 17.0.1**

This release uses latest version 10.3.1 of the Budgie Desktop Environment, which will also be the last **gtk based** version before the Solus Project is going to port Budgie to **qt5**
