[manjaro-dev] [pamac] new release v2.4.0

I forgot to mention two things:
- they are new strings to translate in our transifex page:
   https://www.transifex.com/manjarolinux/manjaro-pamac/
- with this new version Pamac doesn't check for updates from AUR by 
default anymore, you have to enable it in Preferences menu.
