<p>I don't know about Mate, but in Deepin this seems to be an issue
not of specific hardware but of the DE itself. Mouse/Touchpad
settings in the control center there will only work when
xf86-input-libinput is not installed and xf86-input-synaptics is
present.<br>

remove libinput and install synaptics, or if removing libinput would
break other things, install the synaptics driver, configuring libinput

I think this is primarily mate. The user who reported said that without
the synaptics driver, he couldn't change settings specific to the
synaptics touchpad in mate's mouse settings.
